This announcement constitutes complete solicitation; no separate written solicitation will be issued. This solicitation is issued under a Justification for an Exception to Fair Opportunity basis in accordance with Section 41 U.S.C. 4106(c)(2) as implemented by Federal Acquisition Regulation (FAR) Overhaul VA Deviation 16.507-6(b)(2), entitled Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The Base Period of Performance (PoP) shall be November 24, 2026, to November 23, 2027, with two (2) 12-month Option Periods to be exercised at the Government s discretion.
