**THIS IS AN INDIAN-OWNED SMALL BUSINESS ECONOMIC ENTERPRISE (ISBEE) SET-ASIDE** The Indian Health Service, Kayenta Health Center located at Highway 160 Mile Post 394.3, Kayenta AZ 86033 has a requirement to procure and install an Intrusion Detection System (IDS) to support operational security requirements for controlled pharmacy areas. The Government will award a contract on a Best Value Trade-Off basis to the responsible offeror whose quotation represents the best overall value to the Government, price and non-price factors considered. The scope of work encompasses providing all labor, materials, and technical support required to furnish, install, program, and commission a complete pharmacy intrusion detection system for KSU. This includes installing critical hardware such as control panels, motion detectors, high-security door contacts, duress alarms, cabling, and backup power supplies. Upon completion, the contractor must ensure the finished system is fully tested, operational, and scalable to support future expansion. As the technical differences between proposals decrease, the importance of price in the final award decision will increase. The Government reserves the right to award to other than the lowest-priced offeror if the superior technical capability or qualifications of a higher-priced offeror warrants the additional cost. Offerors must strictly follow the submission instructions detailed in Section E (page 45) of this solicitation to be considered for evaluation and award. Please ensure all quotations are prepared in strict accordance with these instructions. Failure to provide any of the required documentation shall render the quotation incomplete and ineligible for award without further evaluation. The Government shall keep the solicitation posted and open for quotes until August 31, 2026, 04:00pm MDT.
