AMENDMENT 01: The purpose of this amendment to Request for Information (RFI) HT941026RFI0009 is to significantly update the response instructions and extend the submission deadline. The "How to Respond" section of the RFI has been revised. Interested parties are now required to explicitly address and provide proof of mandatory OEM certifications, state licensing, specific system experience, emergency response radius capabilities, and a detailed 45-day phase-in/transition approach (see the attached Updated RFI document for full details). The response deadline is hereby extended from August 14, 2026, to August 26, 2026, at 10:00 AM Pacific Daylight Time (PDT). All other terms and conditions of the RFI remain unchanged. The Defense Health Agency (DHA) is conducting market research for a requirement to provide comprehensive preventive and corrective maintenance services for the Electronic Security Systems (ESS) located at Naval Hospital (NH) Camp Pendleton and its associated branch clinics. The Contractor shall provide all personnel, management, tools, and materials necessary to maintain, troubleshoot, and repair the existing integrated physical security infrastructure. The core OEM platforms include, but are not limited to: Avigilon, Lenel, Genetec, Hirsch, Bosch, and Stentofone. The full equipment list is detailed in the attached Performance Work Statement (PWS). This is a non-personal services contract. The anticipated Period of Performance is a 3-month base period with four (4) 12-month option periods. Key Qualifications for Interested Parties: To be considered capable, prospective contractors must demonstrate, at a minimum: Possession of an active State of California C10 or C7 contractor license. The ability to provide technicians with current, manufacturer-authorized certifications for the specific ESS platforms listed in the PWS. The ESS network is a standalone, closed-loop system and does not connect to the main DoD network. As such, many standard IT/cybersecurity requirements (RMF, CMMC, SAAR) are not applicable to this requirement (see Part 6 of the PWS for details). Interested and capable vendors are invited to review the attached RFI and PWS for the complete scope of work and instructions on submitting a response.
