Orginal Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. Solicitation number 12FPC326Q0043 is issued as a Request for Quotation (RFQ) for Cedar Creek Watershed 16 and 16A Remedial Repairs. The upstream wave berm repair for both Sites 16 and 16A will consist of stripping and stockpiling the topsoil from the embankment eroded area; performing excavation and earthfill activities to achieve the specified rock riprap subgrade; placing and anchoring geotextile fabric on the approved subgrade; placing rock riprap to the required thickness and limits as shown in the construction drawings; backfilling the toe of the rock riprap with earthen materials; blending the earthwork above the rock riprap into the existing embankment; establishing vegetation; and removing and reconstructing fence as shown on the construction drawings. The existing plunge basins for both sites have experienced erosion along the side slopes of the basin and outlet channel. To prevent/retard future erosion, the basins will be armored with a blanket of rock riprap. [Site 16A only] Plunge basin erosion has also caused damage to the principal spillway pipe in the vicinity of the pipe outlet. Repair of this damage includes excavating embankment material from around the damaged pipe sections; removing and reconstructing the damaged pipe cantilever, pipe support, and concrete cradle; replacing approximately 40 ft. of the damaged spillway pipe at the outlet; installing a new sand filter collar around a portion of the replaced pipe sections; and reconstructing the earthen embankment in this vicinity. This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 237990, Other Heavy and Civil Engineering Construction. The small business size standard is 45M. This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency. The contractor shall furnish all labor, materials, equipment and supervision required to construct the project at outlined in statement of work and detailed in the specifications, drawings, and plans attached hereto. Magnitude of Requirement: Between $1,000,000 and $5,000,000 A site showing will be held on August 6, 2026, at 10:00am ET. Attendees will meet at USDA Service Center, 8620 FM 741, Forney Texas 75126. Questions will not be answered at the site visit.
