Statement of Work Tax Exempt Bond Market Information Subscription 1.0 Background The Internal Revenue Service (IRS), Tax Exempt Bonds (TEB) function, requires access to a comprehensive source of tax-exempt bond market information. The subscription shall provide timely reporting on legislative, regulatory, financial, and market developments affecting municipal issuers, investors, and other stakeholders within the tax-exempt bond community. This information supports TEB's mission by providing current market intelligence used to identify emerging compliance risks, industry trends, and potential enforcement issues. 2.0 Objective The objective of this procurement is to obtain an annual online subscription that provides comprehensive tax-exempt bond market information to authorized IRS personnel. The subscription shall provide continuous access to current news, market developments, regulatory updates, and analytical information related to the municipal bond market. The information supports compliance planning, enforcement initiatives, and informed decision-making while enhancing taxpayer service. 3.0 Scope of Work The contractor shall provide: One (1) annual online subscription providing tax-exempt bond market information. Continuous online access to current and archived news articles, market reports, regulatory developments, and municipal finance publications. Access for authorized IRS personnel in accordance with the subscription license. Daily publication updates throughout the subscription period. Technical support for subscription access issues during normal business hours. Any software updates or enhancements included as part of the standard subscription service. 4.0 Deliverables Deliverable Description Online Subscription Annual electronic access to tax-exempt bond market information Daily Publications Continuous access to daily news, market developments, and regulatory updates Archive Access Access to historical articles and market information included in the subscription Technical Support Customer support for subscription and access issues 5.0 Period of Performance The period of performance shall be twelve (12) months from the date of award, plus four(4) one (1) year options. 6.0 Performance Requirements The contractor shall: Maintain uninterrupted online access throughout the subscription period. Ensure information is updated as published. Provide subscription activation and access credentials within five (5) business days after award. Provide customer support to resolve subscription access issues in a timely manner. 7.0 Government-Furnished Property None. 8.0 Acceptance Criteria The Government will consider the requirement successfully performed when: The subscription is activated and operational. Authorized IRS personnel have access to the subscribed service. Current tax-exempt bond market information is available throughout the period of performance. Technical support is available as required. 9.0 Bona Fide Need This subscription fulfills an ongoing mission requirement for the Tax Exempt Bonds organization. Access to comprehensive tax-exempt bond market information enables TEB personnel to monitor developments within the municipal bond industry, identify emerging compliance issues, evaluate market trends, and support enforcement and compliance initiatives. The information is disseminated to authorized TEB personnel and other designated IRS officials to support informed decision-making and the effective administration of the federal tax laws governing tax-advantaged bonds.
