Special Operations Forces Acquisition, Technology, and Logistics (SOF AT&L) intends to award a 12-month bridge extension to contract H92402-21-C-0007 on a sole-source basis to Zero Point, Inc. (CAGE Code: 4PMU6). This extension will provide continued support and services to bridge the gap until a competitive follow-on contract is awarded. This action will be executed using other than full and open competition pursuant to FAR 6.103-1(c)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Program Manager Counterproliferation (PMCP) requires this 12-month extension to acquire engineering services and associated travel. These services pertain to direct development, product improvement, training, testing, acquisition support, and related technical engineering in support of Counterproliferation (CP), Counter Radio-Controlled Improvised Explosive Devices (C-RCIED), Explosive Ordnance Disposal (EOD), Electronic Countermeasures (ECM), and Counter Unmanned Aircraft Systems (CUxS) missions. The extension will be awarded in accordance with FAR 52.217-9 on a Firm-Fixed-Price (FFP) and Cost-Plus-Fixed-Fee (CPFF) basis for an estimated 157,921 labor hours, and on a cost-no-fee basis for associated travel. Zero Point, Inc. is the only source possessing the unique knowledge, expertise, and capability required to prevent a substantial duplication of cost to the Government and unacceptable delays in fulfilling PMCP?s requirements while the follow-on acquisition is solicited and awarded. The follow-on award is anticipated in 2027. This synopsis is published in accordance with FAR 5.101 and is not a request for competitive proposals or a request for information.
