The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) has a requirement to procure Motor Operated Pilot Valves (MOPV) for the Solenoid Operated Pilot Valve (SOPV) replacement program, which are installed in Aqueous Film Forming Foam (AFFF) and Washdown Counter Measure (WDCM) Systems.  The MOPV will provide two control functions, as a 4-port master MOPV and a 3-port service MOPV.  The 4-port master MOPV will be used to initiate AFFF concentrate flow and firemain flow for mixing and disbursement to AFFF systems aboard ship.  The 3-port MOPV serves as the local disbursement valve for either firemain flow or the AFFF mixture.  The MOPV shall be a 4-port valve with capability to function as a 3-port valve.  Design qualification first article testing requirements will apply as defined in the Statement of Work (SOW).  The SOW will be provided at time of solicitation.

The official Request for Proposal (RFP) (along with any amendments) will be published on the Federal Business Opportunities (FedBizOpps) website at http://www.fbo.gov.  Periodic access to the above website is essential for obtaining updated documentation and information regarding the subject procurement.  Interested offerors should monitor FedBizOpps for the release of the RFP.  The RFP is anticipated for release in November of 2019 and will close approximately 30 days thereafter.  All interested parties may download the solicitation and any amendments through FedBizOpps.  The solicitation will be available in electronic format only.  No CDs or hard copies will be provided.  Offerors shall be required to submit both price and technical proposals.


A single Firm-Fixed-Price (FFP), Indefinite Quantity, Indefinite Delivery (IDIQ) Contract is anticipated with an ordering period from date of Contract award through sixty (60) months thereafter.  This effort is being competed as a total small business set-aside.  It is the Government's intention to procure these supplies on a fully open competitive basis.  The applicable North American Industry Classification System (NAICS) code for this requirement is 332911.  The small business size standard is 750 employees.  The Product Service Code (PSC) for this effort is 4810 Valves, Powered.
