Description:
TOW missiles (BGM-71 Series) are combat proven munitions that provide heavy anti-armor/assault capability to the Army's Infantry Brigade Combat Teams (IBCT), Stryker Brigade Combat Teams (SBCT) and
Armor Brigade Combat Teams (ABCT). TOW missiles continue to be used as the weapon of choice in precision combat engagements. TOW missiles are also the primary heavy anti-armor/ assault missile for the
U.S. Marine Corps (USMC) and more than 43 allied nations. Warfighters also employ TOW missiles against buildings and field fortifications, taking advantage of the missile's precision assault capabilities.
The TOW Weapon System includes the ITAS launcher, TOW missiles, and associated tactical training aids/devices. The ITAS is a combat proven TOW missile launcher that provides long-range, lethal anti-armor
and precision assault fires capability for Active, Reserve, and National Guard component Infantry and SBCT across a spectrum of operational environments. The USMC employs the TOW missile from its ITAS
derived M41A7 Saber launchers, ATGM vehicles, and AH-1W Cobra helicopters.

Justification:
FY21 funding in the amount of $121.074 million procures 905 TOW 2B Aero and 500 TOW Bunker Buster missiles, supports the TOW Missile combat inventory at levels required by the US Army's Total
Munitions Requirement for FY 24, and is the final year of the FY17-21 Multi-year contract.
The Army intends to convert any price advantage created through contract negotiations, other service procurement, and/or foreign military sales to increase the Army procurement of TOW missiles and to mitigate
safety and obsolescence issues.
IAW Section 1815 of the FY08 NDAA, this item is necessary for use by the active components and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses and
providing military support to civil authorities.
The FY21 Army TOW 2B missile unit price estimate assumes a total of 1,198 USMC and FMS missiles as follows:

Remarks:
The Multi-Year (MY) portion of the TOW Contract (FY17-21) includes only the TOW Bunker Buster variant, with a constant unit price of $54,956.
TOW 2B Aero missiles are procured as single year options under the TOW Five-Year MY Contract (FY17-21). The estimated FY21 TOW 2B Aero unit price increases from FY20 to FY21 due to a budget
reduction resulting in fewer missiles procured.
USMC is currently procuring the TOW 2A Practice missile variant which has a different unit cost than the Army's TOW 2B Aero and TOW Bunker Buster variants.
The FY21 Army TOW 2B missile unit price estimate assumes a total of 1,198 USMC and FMS missiles as follows:

Description:
TOW missiles (BGM-71 Series) are combat proven munitions that provide heavy anti-armor/assault capability to the Army's Infantry Brigade Combat Teams (IBCT), Stryker Brigade Combat Teams (SBCT) and
Armor Brigade Combat Teams (ABCT). TOW missiles continue to be used as the weapon of choice in precision combat engagements. TOW missiles are also the primary heavy anti-armor/ assault missile for the
U.S. Marine Corps (USMC) and more than 43 allied nations. Warfighters also employ TOW missiles against buildings and field fortifications, taking advantage of the missile's precision assault capabilities.
The TOW Weapon System includes the ITAS launcher, TOW missiles, and associated tactical training aids/devices. The ITAS is a combat proven TOW missile launcher that provides long-range, lethal anti-armor
and precision assault fires capability for Active, Reserve, and National Guard component Infantry and SBCT across a spectrum of operational environments. The USMC employs the TOW missile from its ITAS
derived M41A7 Saber launchers, ATGM vehicles, and AH-1W Cobra helicopters.

Justification:
FY21 is the last year of the FY17-21 Multi-year contract and has no advanced procurement.
The Army intends to convert any price advantage created through contract negotiations, other service procurement, and/or foreign military sales to increase the Army procurement of TOW missiles, and to
mitigate safety and obsolescence.
IAW Section 1815 of the FY08 NDAA, this item is necessary for use by the active components and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and
providing military support to civil authorities.
The FY21 Army TOW 2B missile unit price estimate assumes a total of 1,198 USMC and FMS missiles as follows:
